Har Haven - Issuance of a Temporary Certificate of Use

May 7, 2019

In early 2016 the property known as Mount Haven Resort was acquired by Har Haven LLC. Har Haven informed Dingman Township that it would continue to utilize the property as a resort but would annually reserve the use of the property for a period of 4 to 6 weeks for the exclusive use of the School for Children with Hidden Intelligence (SCHI), a separate entity based in New Jersey.

A temporary certificate of use was issued during which time Har Haven could operate the resort. At the conclusion of the temporary period a review was made of the operations and deficiencies were noted that would have to be corrected. One such deficiency was the lack of state approval to use the resort’s water system.

Recently, Dingman Township received written notification from the Pennsylvania Department of Environmental Protection – Safe Drinking Water Program and the Pennsylvania Department of Agriculture – Bureau of Food Safety and Laboratory Services informing the township that their departments were willing to allow Har Haven to operate the motel and restaurant utilizing boiled and commercially bottled water and commercially bagged ice. As the state has exclusive jurisdiction in these matters, Dingman Township must accept their determination.

Therefore, a Temporary Certificate of Use has been issued effective May 9, 2019 through May 9, 2020. The certificate is only valid for the operation of the motel and restaurant and does not apply to any other structure on the property that utilizes water.  At the conclusion of temporary certificate period, the use of the property will be reevaluated for purposes of issuance of a permanent Certificate of Use.

Any party aggrieved by this action may, within 30 days of public announcement, appeal the action to the Dingman Township Zoning Hearing Board.

Editors note:  This action was announced at the 5/7/19 meeting of the Dingman Township Board of Supervisors.
