   NOTICE #3   10/22/08     Working in Winter Weather

To:                   All Builders Constructing Houses in Dingman Township

The winter season is almost upon us. Dingman Township does not automatically shut down on a particular date, but instead allows winter construction as long as the weather cooperates. As such, I want to warn you of some potential problems so that you may take the appropriate action now to avoid the consequences later.

1.      If you have a Sewage Disposal System in which the mound has been covered and seeded and the tanks have been backfilled, you are advised to have the mound inspected now before it snows. Otherwise, if you wait until after it snows, you will be required to completely remove the snow from the mound and tank area prior to the Certificate of Occupancy inspection. To request the inspection call Dingman Township at 570-296-9260 Monday through Friday 9 AM – 3PM and ask for Sue. Calls requesting that the mound’s completion be verified should be made as soon as possible so that Township personnel will have adequate time to perform the work. Requests received within 48 hours of a snow/ice storm may not be honored.

2.      The Township inspection staff is not required to perform inspections in inclement weather, especially when freezing rain and snow is falling. Inspections will not be performed when roads are covered with snow and ice.

3.      Scarification inspections will not be approved if the soil is frozen or wet. Sewage sites scarified under those conditions will have their permits revoked and a “Stop Work” order will be placed on the building until such time as a new sewage permit is issued. You are advised to cover proposed sewage absorption area sites with plastic and to insulate them if you expect to scarify the site in the winter.

4.      No testing will be performed when there is more than 2 inches of snow on the ground or when the soil is frozen.

5.      The Builder/Sewage System installer is responsible to provide a safe pathway from the road to the sewage system site. The Township’s inspectors will not walk through deep snow, over ice, etc. to conduct inspections.

6.      There is no excuse for performing shoddy work due to the weather. If the ground is too muddy to work…don’t. If the sand freezes into large sandy boulders…its too cold to work. Your client paid for a properly built sewage system. We will not waive the rules or allow shoddy construction because the sewage system was built in the winter.

7.      We understand that your clients may want to be in their new house for the holidays. However, the Township staff needs time to perform the inspections and process the paperwork. For Thanksgiving occupancy, do not schedule sewage C.O. inspections any later than November 21st. For Christmas occupancy, no later than December 19th. It is also recommended that you schedule the sewage inspection for C.O. issuance as early as possible to provide time to make any corrections that may be needed.
